Universal Guidelines Framework

The Universal Guidelines Framework aims to make the Catholic Church a safer place for everyone by establishing clear guidelines and procedures for the protection of minors and vulnerable adults. 

The Pontifical Commission for the Protection of Minors began drafting an updated Guidelines Framework as one of its first tasks during its first Plenary Assembly in September 2022.
